Major Initiatives

  • Uttarakhand Board of Biotechnology (UBB) has been setup under the Chairmanship of Hon’ble Chief Minister, Govt. of Uttarakhand.
  • Centre of Excellence for Mountain Biotechnology (CEMB) has been inaugurated by Hon’ble Chief Minister, Govt. of Uttarakhand.
  • To provide autonomy and pace to the activity of Biotechnology in the State, State  Biotechnology Programme was provided the status of autonomous organisation by converting it into Uttarakhand Council for Biotechnology (UCB). Dr. K. P. Singh, Director, Uttarakhand Council for Biotechnology prepared and putted up the proposal of UCB to Government for its approval.
  •  Regarding the urgent need of scientific and ministerial staff it was resolved that Government will accord the approval of all the structured posts (46 against 60 posts) of Uttarakhand Council for Biotechnology ( UCB ) cleared by finance department. 
  •  To meet out the immediate need of scientists, scientific assistant, accounts and store, it was resolved that comparatively young scientists in specialzed areas may be recruited through out sourcing (UPNL etc). Account persons and store persons can also be outspurced till the approval of structure.
  •  Regarding the issue of land transfer or refund of Money of UCB (Rs. 2.75 crores given to Pantnagar University for State Biotechnology Programme & Biotech Park), it was resolved that G. B. pant University of Agriculture & Technology will provide the minimum land (50-100 acres) required for Uttarakhand Council for Biotechnology  just adjacent to Biotech Bhawan campus at the same cost when the money was given to University. Rest of the money will be refund by G.B.pant University of Agriculture & Technology to State Biotechnology Programm.  Honorable minister desired that this transfer of land and money should take place within 10 days from now. The refund of money will be done including the bank interest on total money for the said duration.
  •  Regarding the money of State Biotechnology Programme with Tarai Development Corporation (TDC), it was resolved that TDC will immediately refund the money (Rs. 1.70 crores + interest) to Uttarakhand Council for Biotechnology with bank interest.
  •  To generate high skilled human resource in core and thrust areas of Biotechnology, it was resolved that Uttarakhand Council for Biotechnology under the preview of Centre of Excellence in Mountain Biology (CEMB) within the premises of its Haldi Campus will start PhD programme in core areas of Biotechnology. To start with, UCB will sign MoUs with the traditional, technical, agricultural and medical university of the state. Faculties/scientists of Institutions/organizations/universities after having MoU will be eligible for adjunct/affiliated scientists of UCB and may run research project/guiding PhD students and other responsibility provided by UCB administration.
  •  Regarding starting of international doctoral fellowship of 5-10 students under joint/dual degree programme with reputed universities, it was resolved that first laboratories should be made functional and routine PhD programme should be started first, then the start of international doctoral fellowship and PhD proramme will be appropriate.
  •  Regarding Establishment of Biotech Park, it was resolved that looking into the prones and cones of Biotech Park established at other places, Director. Uttarakhand Council for Biotechnology will constitute a high level committee which will make a feasibility study about the need and nature of Biotech Park in Uttarakhand. However meantimes efforts should make to restore the land allotted/to be allotted for Biotech part to Uttarakhand Council for Biotechnology.
  •  About the funds, it was resolved that the available funds ( Rs. 6.30 crores) with State Biotechnology Programme will be used for various activities of UCB. For the big purchase (More than 01 crore or so), a purchase committee, comprising of Additional Secretary, Biotechnology; Director, UCB and Comptroller (GBPUAT)/Chief Financial Officer (TDC), has been constituted to ease and regulate the purchase.
  •    It was also resolved that Chief Financial Officer of TDC will be given an additional charge for Uttarakhand Council for Biotechnology.
